Annual Governance and Accountability Return (AGAR) – Certificate of Exemption 2025/26

As part of our commitment to openness and transparency, Ferrensby Parish Meeting is required to complete and publish the Annual Governance and Accountability Return (AGAR) each financial year in accordance with the Transparency Code for Smaller Authorities.

Ferrensby is a Parish Meeting rather than a Parish Council and, as a smaller authority, qualifies to claim exemption from a limited assurance review where the statutory criteria are met.

At the Village Meeting held on 18 June 2026, residents received and approved the financial report for the 2025/26 financial year, as recorded in the published meeting minutes. Following that approval, Stuart Payne (Chair) and Michelle Godin (Clerk) signed the Certificate of Exemption, confirming that Ferrensby’s gross income and gross expenditure for the year ending 31 March 2026 did not exceed £25,000 and that all conditions for exemption had been satisfied.

The signed Certificate of Exemption can be viewed above. This confirms that Ferrensby is exempt from a limited assurance review by the external auditor for the 2025/26 financial year.

In accordance with the Accounts and Audit Regulations, the certificate is published on the Ferrensby Village website and displayed on the village noticeboard for public inspection.

The AGAR provides a summary of the Parish Meeting’s finances, including income received through the parish precept and expenditure on village maintenance, community improvements, administration and other activities that support the local community.

The financial report, together with the decisions made by residents, forms part of the approved Village Meeting Minutes of 18 June 2026, which are also available on this website.

Ferrensby Parish Meeting remains committed to ensuring that public funds are managed responsibly and transparently. Residents are welcome to inspect the accounting records, ask questions or raise matters relating to the village’s finances at any Parish Meeting.

We would like to thank everyone who continues to support Ferrensby through their participation, volunteering and commitment to maintaining a vibrant, welcoming and well-managed village.

About Stuart Payne (Chair from January 2026)

About the Chair

My name is Stuart Payne, and I am proud to serve as Chair of the Ferrensby Parish Meeting. I have been married to my wife, Catherine, for over 35 years, and together we have two wonderful daughters. Family and community have always been at the heart of my life.

Professionally, I am Strategy Director at Neo Technology, where I work with housing organisations across the UK and internationally to help improve services, deliver major projects and develop long-term strategies. The experience I have gained in leadership, governance and bringing people together helps me support our village in a practical and positive way.

I believe Ferrensby is a very special place, and my role as Chair is simply to help our community thrive. My aim is to encourage openness, involve as many residents as possible and create opportunities for everyone to contribute. By working together with respect, kindness and a shared sense of purpose, I believe we can make Ferrensby an even better place to live for current and future generations.
