Annual Governance and Accountability Return (AGAR) – Certificate of Exemption 2025/26
As part of our commitment to openness and transparency, Ferrensby Parish Meeting is required to complete and publish the Annual Governance and Accountability Return (AGAR) each financial year in accordance with the Transparency Code for Smaller Authorities.
Ferrensby is a Parish Meeting rather than a Parish Council and, as a smaller authority, qualifies to claim exemption from a limited assurance review where the statutory criteria are met.
At the Village Meeting held on 18 June 2026, residents received and approved the financial report for the 2025/26 financial year, as recorded in the published meeting minutes. Following that approval, Stuart Payne (Chair) and Michelle Godin (Clerk) signed the Certificate of Exemption, confirming that Ferrensby’s gross income and gross expenditure for the year ending 31 March 2026 did not exceed £25,000 and that all conditions for exemption had been satisfied.
The signed Certificate of Exemption can be viewed above. This confirms that Ferrensby is exempt from a limited assurance review by the external auditor for the 2025/26 financial year.
In accordance with the Accounts and Audit Regulations, the certificate is published on the Ferrensby Village website and displayed on the village noticeboard for public inspection.
The AGAR provides a summary of the Parish Meeting’s finances, including income received through the parish precept and expenditure on village maintenance, community improvements, administration and other activities that support the local community.
