Annual Governance and Accountability Return (AGAR) – Certificate of Exemption 2024/25
As part of our responsibilities under the Transparency Code for Smaller Authorities, the Parish Meeting of Ferrensby is required to publish certain the Annual Governance and Accountability Return (AGAR) annually.
We are a Parish Meeting rather than a Parish Council, and as such, we are classed as a smaller authority. We do not employ a clerk and operate on a modest budget funded by a small precept agreed annually by residents.
At our meeting held on 22nd May 2025, the residents present agreed and we signed off the Certificate of Exemption, confirming that Ferrensby’s total income and expenditure for the 2024/25 financial year did not exceed £25,000.
You can view the signed Certificate of Exemption above. This document confirms that we are not required to undergo a limited assurance review by an external auditor, provided that we meet all the conditions for exemption – which we do.
We are legally required to display this certificate publicly. In accordance with guidance, it is available here on our village website and also displayed on the village notice board for public reference.
The certificate includes a summary of:
- Ferrensby’s income, primarily received via the parish precept, which is the portion of local council tax allocated to the village
- Expenditure, covering items such as minor maintenance, community enhancement projects, and necessary administrative costs
